Your question is a tough one in that I haven't addressed it before. I might have some ideas if you gave me more information. What kind of situations or problems are occuring that you feel you need better teamwork for? Lacking this, I would just look at various books and publications addressing teamwork. Pull up teamwork on Google and you will get lots of ideas.

I came across sewer workers running quality circles at the City of Fort Collins, CO back in the 70s. We were students at Hans Bleiker's University of Wyoming planning program. The Fort Collins manager gave us directions to the sewer plant and asked us to come back and report on what those guys were doing out there anyway.
