Experience

Ms. Blais has 24 years of professional land development, management and planning experience in both the public and private sectors. She has served in executive and senior level capacities, in both sectors, including:

  • Serving as a Community Development Director for several full-service and contract-local government agencies overseeing the current and long-range planning activities, as well as the redevelopment, shoreline management, economic development, housing, code enforcement, environmental, and building division services.
  • Serving as an Owner’s Representative for a national developer, managing the entitlement and all pre-construction activities for projects throughout the United States including Washington, Colorado, Illinois, Texas, Maryland, Virginia, and the District of Columbia.
  • Serving as a Vice President for a Planning Consulting firm which specialized in the formulation of policy and regulatory documents for local government agencies.

Because she has practiced at an executive level as a consultant, developer, and staff director, Ms. Blais has a thorough understanding of municipal operations, particularly as they relate to land development activities, such as planning, engineering, building, redevelopment, economic development, capital improvements, and construction.

 In her various capacities, Ms. Blais has been involved in a multitude of highly complex, and politically charged projects, including:

  • Preparation of General Plans, Specific Plans, Intergovernmental Agreements, Planned Unit Developments, Downtown Revitalization Plans, Zoning and Development Codes, Environmental, Subdivision and Growth Control Regulations;
  • Analysis and Reorganization of City Development Departments, including Building, Planning and Engineering functions;
  • Development and Implementation of “one-stop shop” permit centers, and permit streamlining approaches for public sector agencies;
  • Successful management of the pre-construction and entitlement activities for commercial developers of retail village centers and big-box facilities;
  • Providing professional land-use, planning and entitlement consulting services for public and private sector clients;

Ms. Blais is highly skilled in forming and maintaining effective working relationships with executive level decision-makers, community leaders, state and regional agencies, and local elected and appointed officials.

Professional Background

Prior to joining Zucker Systems, Ms. Blais served as the Community Development Director for the Cities of Los Banos, Hollister, and Solana Beach, California, as well as the County of Elbert in Colorado. She also served as Vice President for the planning consulting firm of Community Matters, Inc, and as an Owner’s Representative for ServiceStar Development Company, also based in Colorado.

  • Masters in Public Administration from California State University, San Bernardino.
